2010 LEGISLATIVE AGENDA

Defense of Connecticut Environmental Law and Policy. Protection of Dedicated Funds
  • Stop budget raids of the Clean Energy and Energy Efficiency Funds.
  • Prevent cuts to DEP budget.
  • Maintain key environmental laws.

Green Jobs
  • Work with a broad coalition to make green jobs a legislative priority for Connecticut's economic future.
  • Collaborate with the environmental community to develop a consensus on priorities that focus on job creation.

Watershed Protection
  • Riverfront Protection: work with allies to develop legislation protecting river and stream banks and setting standards for local upland review.
  • Increase protection of Class I Watershed Lands.

Long Island Sound
  • Clean Water: ensure that priority sewer and stormwater projects are funded and moving ahead.
  • Long Island Sound License Plate Fund: investigate increasing this revenue stream for LIS restoration.
  • Storm Water Initiative: develop clarifying legislative statute to enable municipal stormwater authorities to fund (bond) and implement local projects.

Transit for CT
  • Maintain and expand bus operations as an economic development priority.
  • Support Bus Rapid Transit as part of a multi-modal solution to reducing vehicle miles traveled, increasing livability and providing workforce access.
  • Work to maintain current service level. Work with DOT and transit districts to determine whether lower use routes can be eliminated and existing funds channeled to improved service.

Global Warming
  • Green Buildings: develop time-of-sale building energy performance standards.
  • Adopt electronic appliance energy efficiency standards.
  • Support innovative finance models for new energy business development.
  • Work to ensure implementation of the Carbon Cap (DEP plan report due July 2010).
